What is QCTO?

The Quality Council for Trades and Occupations

QCTO is the South African body responsible for developing, maintaining and quality-assuring occupational qualifications. NCR TVET College offers QCTO-accredited programmes that lead directly to a nationally recognised occupational certificate and a career.

4 Programme Types EISA Assessment NSFAS Funded
Programme Types

Four types. One qualification framework.

Every QCTO programme falls into one of four types — each with a different purpose and a different final assessment route. Understanding your type is the first step.

TRADES
Trade Qualifications
Artisan & Trade Programmes
Trade-related programmes that lead to formal recognition as a qualified tradesperson in a specific trade — plumbing, electrical, welding and more.
Purpose Prepare the learner to meet the full competency requirements of a specific trade.
Final Assessment Route
External Trade Test
Assessed within the QCTO external trade assessment system. Confirm the specific curriculum, assessment centre and Quality Partner requirements.
FULL QUAL
Full Occupational Qualifications
Complete NQF-Registered Qualifications
Complete occupational qualifications registered on the National Qualifications Framework (NQF), covering comprehensive competence in a full occupational role.
Purpose Prepare the learner for comprehensive occupational competence in a full, holistic occupational qualification.
Final Assessment Route
EISA
External Integrated Summative Assessment — the final assessment for full occupational qualifications.
Internal Summative Assessments (ISA) are compulsory and feed into your Statement of Results (SoR). A valid SoR is required before EISA admission.
PART QUAL
Part Qualifications
Stackable Building Blocks
Registered part qualifications that form part of a full qualification. Assessed as a stand-alone achievement — earn credit now, build toward a full qualification later.
Purpose Provide recognition of competence for a defined set of units that contribute toward a full qualification.
Final Assessment Route
EISA
External Integrated Summative Assessment — final assessment for part qualifications.
Internal Summative Assessments (ISA) are compulsory and feed into your Statement of Results (SoR). A valid SoR is required before EISA admission.
SKILLS
Skills Programmes
Shorter Workplace Programmes
Shorter learning programmes designed to develop specific, targeted skills and competencies for the workplace — faster, focused, and directly employability-boosting.
Purpose Build targeted skills and knowledge to improve employability and workplace performance.
Final Assessment Route
FISA
Final Integrated Supervised Assessment — the final assessment for approved skills programmes.
Assessment Readiness

What builds your readiness?

Your internal assessments and evidence build readiness for the final external assessment. They do not replace it — they prepare you for it.

Knowledge Assessments
Theory and subject knowledge tested throughout the programme
Internal Summative Assessments
Compulsory module-end assessments that feed directly into your SoR
Practical Assessments
Hands-on practical tasks assessed against the curriculum requirements
Workplace Learning & Evidence
On-the-job experience and evidence collected at approved workplaces
Portfolio of Evidence
A complete record of all your assessments, evidence and achievements
Important: These internal assessments and evidence build your readiness for the applicable final assessment route — they do not replace the final external assessment (EISA/FISA).
Your Learning Journey

From enrolment to qualification

Here's what your assessment journey looks like — step by step — from the day you register to the day you write your final external assessment.

Step 1
Enrol
Register for your programme. You must also be registered with QCTO within 21 working days of training starting.
Step 2
Learn & Formative Assessment
Ongoing formative assessments give you feedback as you learn. These results do not feed directly into your SoR.
Step 3
Internal Summative Assessment (ISA)
Compulsory assessment at the end of each module. ISA results feed directly into your Statement of Results.
⚠ Compulsory per module
Step 4
Practical & Workplace Evidence
Collect evidence of practical competence and workplace experience. Everything is recorded in your portfolio.
Step 5
Statement of Results (SoR)
After internal moderation, a valid SoR is issued. This is your admission ticket to the EISA.
Required for EISA
Step 6
Final EISA
Write the External Integrated Summative Assessment. Pass and you earn your QCTO Occupational Certificate.

Campus Accreditation

How a campus gets approved to offer a programme

Before any QCTO programme can be delivered, the campus goes through a rigorous accreditation process. Here's how it works in six stages.

1
Select & Verify
Identify the qualification or skills programme and confirm the SAQA ID, curriculum and assessment requirements.
Planning
2
Campus Readiness Review
Check that facilities, OHS compliance, qualified staff, equipment and workplace capacity are all in place.
Readiness
3
Internal Compliance Gate
The Academic Office reviews everything internally before the application is submitted to QCTO.
Compliance
4
Apply to QCTO
Submit the correct application to QCTO. QCTO then conducts a desktop evaluation of all compliance documents.
Application
5
Site Visit & Accreditation
QCTO conducts a site audit and the IAC makes an accreditation decision. Campus is approved to offer the programme.
Approval
6
Deliver & Assess
Plan implementation, enrol learners, deliver teaching, collect evidence, issue SoR and register learners for EISA.
Delivery

Key principle: Accreditation, implementation, assessment and EISA readiness must be managed as one linked process — not in isolation.

Key Messages

What every learner needs to know

ISA First — EISA is not the only assessment
Campuses may not prepare learners for the EISA only. Internal Summative Assessments (ISA) must be completed and recorded per module first — these results feed into your Statement of Results (SoR), which is required before you can be admitted to write the EISA.
Always confirm your assessment route
Different QCTO programmes follow different final assessment routes. Always confirm the applicable route — Trade Test, EISA or FISA — and the specific requirements in the curriculum, assessment centre agreement and Quality Partner requirements for your specific programme.
Register with QCTO within 21 working days
Once you start your programme, you must be registered with QCTO within 21 working days of the start of training. Keep your enrolment records up to date and ensure this deadline is met.
A valid SoR is required for EISA admission
You can only be admitted to write the EISA once a valid Statement of Results (SoR) has been issued. The SoR is based on your completed ISA results and the required practical and workplace evidence. There are no shortcuts.
